ACTUAL BEHAVIOR

PO_ASL_ATTRIBUTES tables who column is not getting updated
when for a particular item supplier ans supplier site Global ASL is already present and we are creating local attribute for the same in PO_ASL_ATTRIBUTES table the created_by ,creation date,last_updated_by,last_update_date is getting inserted with the old data.

PO_ASL_ATTRIBUTES tables who column should be populated properly
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Global ASL.
2. Create a local ASL. Observe PO_ASL_ATTRIBUTES tables copying the WHO column values from Global ASL.
