Usage Rules are not Getting Assigned when Updating the Profile Class Multiple Times

Information in this document applies to any platform.
When changing profile classes on a customer multiple times, or trying to cascade the credit usage rule assigned to the profile class, the credit usage rules are not assigning correctly. The credit usage rule is not changing as per the profile class assigned.
Expectation - regardless of the number of times you change a customer's profile class, the credit usage rules should follow
Steps to reproduce
Setup 3 Profile Classes with differing currencies.
1) CLASS1 to CLASS2
CLASS2 credit usage rules got assigned and CLASS1 one got removed
2) CLASS2 to CLASS3
CLASS3 credit usage rules got assigned and CLASS2 rules got removed
3) CLASS3 to CLASS1
CLASS3 credit usage rules got removed but CLASS1 rules not assigned.
The currency did not change which is expected.
