When running PASDUC: PRC: Distribute Usage and Miscellaneous Costs the following error occurs in the log:

Steps to reproduce:

1. Using a Projects responsibility navigate to Other -> Requests -> Run
2. Select PRC: Distribute Usage and Miscellaneous Costs
3. Click Submit
