Symptoms
Using API FND_USER_PKG.ADDRESP to END_DATE responsibility for an Application User but while doing so, found that the WHO columns(CREATION_DATE, LAST_UPDATE_DATE, CREATED_BY, LAST_UPDATED_BY, LAST_UPDATE_LOGIN) are not get updated by API
