Unable to Make Credit Card Payment on New Card and New Invoices after Upgrade to 12.2.9

Information in this document applies to any platform.
After upgrading from R12.1.3 to R12.2.9, you are unable to use a new credit card to pay invoices created in 12.2.9. After clicking on the PAY button, the following error is returned:

Steps to Reproduce
Responsibility - iReceivables 2.0 Internal
Customer Search> Select All Accounts
Click on the Receivables Balance
Select an Invoice, click Pay
Enter new credit card press apply
NOTE: Issue also happens with iReceivables Account Management
Upgrade to Release 12.2.9
