Update to Modifier Setup Errors with "The Date Range Of The Modifier Line Must Be Within The Date Range For The Modifier List" (Doc ID 2772444.1)

On : 12.2.9 version, Modifiers Setup only

When attempting to update the start date on the modifier list (header record) to a future date than original date,
the following error occurs.


The date range of the modifier line must be within the date range for the modifier list.


The issue can be reproduced at will with the following steps:

1. Responsibility: Oracle Pricing Manager
2. Navigate to: Modifier > Modifier Setup
3. Query modifier
4. Attempt to update the start date of the modifier header and save.
5. Error is shown:
  'The date range of the modifier line must be within the date range for the modifier list.'

When same actions were taken in 12.1.3, an error message was not shown, even
if the header's new start date (aka 27-APR-2021) if after modifier line start date (24-APR-2021)

How this error may also occur

Customer copies current modifier list to a new modifier list whenever a price increase takes place.
For example, say a price increase occurs 1-MAY-2021.
They copy modifier A to a new modifier B where the new modifier B will have modifier (header) start date = 1-MAY-21.
This is needed to maintain prices for specific customers, attributes, etc.


 Recently upgraded to 12.2.9 from version 12.1.3
