Symptoms
On : 12.2.7 version, Request Sets
System Administrator Unable to Update Schedule on Request Set Scheduled by Another User.
Using the System Administrator responsibility, unable to update Schedule on Request Set Scheduled by another User.
Still able to update schedule on individual Requests, but Request set Schedule screen is read-only.
Only the user who submitted the Request set can update the schedule.
Issue occurs every time another user attempts to update a scheduled request from another user.
Workaround available:
System Administrator must cancel the original request set and re-schedule.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User A creates a request set.
2. Save.
3. User A schedules request set.
4. User B with same responsibility assigned as User A then navigates to request set to update Schedule Date.
5. FRM-40200 error is generated.
