Full Credit Generated Instead of Calculated Credit for Usage Line Termination (Doc ID 2773161.1)

Symptoms

On :  12.2.9 version, Contracts Billing/Termination

ACTUAL BEHAVIOR  
---------------
Termination Credit is calculated incorrectly for usage line.
When Contract is terminated in the middle of a billing cycle, full credit is given for the usage line instead of calculated credit.
During Review, the credit amount is calculated correctly based on termination date but on termination, the cycle is credited fully.

EXPECTED BEHAVIOR

Credit should be calculated based on termination date

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a contract wit usage line.
2. Enter counter readings and bill the contract
3. Terminate the contract in the middle of a billing schedule and find that full credit has happened

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, incorrect credit is given to customer.
