On : 12.2.9 version, Bills
When Mass Change Bills of Material is implemented after running in report mode it errors out
Error
This request finished with an error and produced the following completion message: Engineering change order already exists
Steps
The issue can be reproduced at will with the following steps:
1. Login to Bills of Material responsibility
2. Navigate to Bills-->Mass Change
3. Fill all the required details
4. Select Report and submit
5. Go back to Mass Change Window, deselect Report and select Implement
