GST liability amount posted twice in case of OM to AR transactions (Doc ID 2773757.1)

Symptoms

Reported Issue
------------------
In case of Order to cash (O2C) transactions observed that the liability account is hit during ship confirmation as well.
Because of this the liability account is hit twice and causing for double tax accounting.
This is observed post application of patch 32291631.

Steps for replication
-----------------------
1. Raise an Order with GST taxes.
2. Perform pick release , ship confirm.
3. Observed the liability entry generated in JAI_TAX_JOURNAL_ENTRIES table i.e. liability being hit.
4. Upon completing the O2C transaction steps and generation of AR invoice 
    and on accounting the AR transaction , liability account is hit.

Expected behavior
---------------------
In case of any O2C transaction the liability account shouldn't be hit during ship confirmation stage 
rather liability should be booked only upon AR invoice accounting.
