Error Booking RMA - Quantity cannot be greater than the original ordered quantity (Doc ID 277375.1)

Symptoms

Recevie an error trying to book an RMA that references an invoice:
     Quantity cannot be greater than original ordered quantity.
Symptom: Quantity of RMA is less then quantity of invoice
Symptom: Only one specific Order Line is affected
Symptom: Happens if OM: Over Return Tolerance = 0 and OM: Under Return Tolerance = 0
Symptom: Happens if OM: Over Return Tolerance = 100 and OM: Under Return Tolerance = 100
Symptom: INVUINTB.pls was invalid. Customer resolved this but issue still the same
