Process Recovery form should show details based on Bill to Registration number

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
a) Create a PO with different ship to and bill to
Ship to Location "A" ,Bill to location "B"
Example : Registration number Ship to : "1234" Bill to : " 5678"
b) In India tax Details ship to location is defaulting
c) Change the same to Bill to
d) Create a receipt of the same
e) Navigate to process recovery form
f) Provide the registration number as "1234" and query and see the receipt is being fetched
