Not Splittable Order Release With ERU More Than Equipment ERU Capacity Is Planning to Shipment Without Failure

Symptoms
OTM allows to successfully plan an Order Release that has 'splittable' unchecked into a single shipment, while Order's total ERU (Equipment Reference Unit) exceeds the Equipment's ERU capacity. This is expected to fails during planning.
Example:
Create a Parameter Set: PSS_XXX (CHECK EQUIPMENT CAPACITY IN REFERENCE UNITS=TRUE)
Create a Ship Unit Specification (THU): THU_XXX with 63 ERU
Create a Equipment Group: EG_XXX with 60 ERU capacity
Create a Itinerary: ITIN_XXX (non multistop, with single leg using above Equipment Group)
Create a Order Release: OR_XXX with two ship units. First Ship Unit has no THU, second Ship Unit has above THU with 63 ERU. Order is not splittable.
1. Navigate to Order Management -> Order Release -> Order Release
2. Search for Order Release: OR_XXX
3. Actions -> Operational Planning -> Create Buy Shipment -> Bulk Plan - Buy
4. Select Parameter Set: PSS_XXX
5. Click on created shipment and go to Equipment tab and expand Shipment Equipment. Notice that the equipment has 63 ERU despite the equipment having a capacity of 60
