Israeli Localization : Open Format File Generation conversion of & to &amp (Doc ID 2774377.1)

Problem Statement
Observed that concurrent CLE : Israeli Localization Open Format File Generation output contains '&' value is replaced with '&amp' .
Because of this conversion, value for constant(Length:8) "&OF1.31&" is populated only till "&OF1." and remaining is grouped into "Total qty of records in file".

Steps for replication
1. Run CLE: Israeli Localization Open Format File Generation
2. Verify the output.

Expected Behavior
Expectations is such that this file should generate the output without these conversions.
As if conversion is not in place, then constant field will have complete value "&OF1.31&".
