EMEA VAT: Spanish Modelo Extract finish in error

EMEA VAT: Spanish Modelo Extract fails after applying Brexit patch.

java.sql.SQLSyntaxErrorException: ORA-00920: invalid relational operator


STEPS

The issue can be reproduced at will with the following steps:
1. From localization responsibility, run the EMEA VAT: Selection Process
2. From the same responsibility, run after the: EMEA VAT: Spanish Modelo Extract


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot run the EMEA VAT: Spanish Modelo Extract.

Changes

 Created a new FUNCTION called JG_ZZ_VAT_REP_UTILITY.CHECK_EU_MEMBER_STATE_VAR, returning VARCHAR2 to be used in XML codes delivered by Brexit ER to avoid error reported.
