Symptoms

When attempting to create draft budget using pa_budget_pub.create_draft_budget API or from editing update from application getting error:
Note: Issue can occur during project creation or modification too.

STEPS

 From Project Super User Responsibility
 Navigate to Projects: Delivery> Search Projects
 Search project and click on project number to open project
 Navigate to Financial tab.
 Select Maintain Budget versions icon
 Edit Budget. And try to add budget lines or update budget.
 Click Save Button. Then click Submit button.
