View Document Fails With "The system could not generate the PDF document" For "In Process" Blanket Releases (Doc ID 2774879.1)

Symptoms

On : 12.2.8 version, Approvals - Req, PO

Attempting to view Blanket Purchase Agreement (BPA) Releases that are in "In Process" status in pdf format from Purchase Order Summary form using Tools/View Document, the following error occurs:

Error:
\n\ Problem: The system could not generate the PDF document.
\n\ Reason: The system detected an error in the following code/object.
\n\ Code: XML
\n\ Object: PO
\n\ Action: Please contact the system administrator and try again.

Steps to Reproduce :
   1. Create a new BPA release and submit it for approval
   2. BPA Release is routed for approval and is "In Process" status
   3. Go to Purchase Order Summary form and query the BPA Release in question
   4. Choose from upper menu: Tools > View Document
   5. The error mentioned above occurs
