ACTUAL BEHAVIOR

Not able to select the different context value at claims lines level for closed DEDs
EXPECTED BEHAVIOR
-----------------------
Expect to be able to select diffrent context for closed claims as well
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Go to responsibility Oracle Trade Management User
3. Navigate to Claims >Open Claim in Closed Status
4. Under Non Promotional Tab
See No Context Value
