Symptoms

Reporting Code Description value is getting truncated in "Define Reporting Code" form when user navigates from one reporting code to another reporting code.

STEPS TO REPRODUCE
==================
1 - Enter Query Mode and Input a TAS#

2 - Execute Query to fetch results. The A: Program Activity comes first. This time we see the complete Reporting Code Description

3 - With the cursor on the Code Type field press the down arrow key so that the content navigates to B: Apportionment Category Code.  The Reporting Code Mapping (the details block) is refreshed with the corresponding values.

4 - With the cursor on the Code Type field, again press the Up Arrow key so that the content navigates back to A: Program Activity. This time it shows the Reporting Code Mapping block with truncated values for Reporting Code Description.

5 - Click on the Edit Field button, and see the complete Value (though truncated value is visibly displayed to the user in the form field)
