R12:OIE Justification Is Not Enforced When The User Violates The Daily Limit For Locations (Doc ID 2775631.1)

Symptoms

When justification is not enforced application is not throwing below error and allows user to submit expense report with warning.
This happens when user violates the daily limit for meals policy with locations where justification is mandatory in expense item setup of expense report template.
Profile option OIE: Enable policy is already set to prevent submission

Line x Error - Justification is required. The sum of meals expense lines x
exceeds the allowable daily limit for: xx-yy-zzzz. Please include in your
justification the reason for this expense.



EXPECTED BEHAVIOR

Expect system to show error

exceeds the allowable daily limit for: xx-yy-zzzz. Please include in your
justification the reason for this expense.

And prevent submission of expense report if justification is not entered and
allow to submit if justification is entered by user


STEPS



The issue can be reproduced at will with the following steps:
1. Create Meals Policy with only Locations and Daily limit set for each locations
2. Create Expense type in template and assign above policy to this item.
3. Set the option Justification Required as: Only with Violation for this expense type in template setup
4. Set Profile Option 'OIE: Enable Policy' = Prevent submission
5. Create expense report for meals line and enter amount greater than daily limit set for location and not entered justification
6. See no error in cash and other expenses page and application shows only warning in review page and allows to submit expense report
