ACTUAL BEHAVIOR
---------------
The concurrent request program "Submit Offline Transactions" shows Completed in Error status when there are no pending records to process.


EXPECTED BEHAVIOR
-----------------------
Expect this process to complete in normal status if there are no records to process.

STEPS
-----------------------

The issue can be reproduced at will with the following steps:

Funds Capture Process Manager responsibility
Run the Submit Offline Transactions program
No transactions to be processed and see the concurrent request shows status Completed Error
