R12: WF: After Patch R12.TXK.B.delta.4, Workflow Notification Mailer Is Not Mailing The Notifications (Doc ID 2775887.1)

Unable to send mail in workflow. 

The Workflow Notification Mailer fails with the following error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Sending workflow mail.
   
   

Performing a [Test Mailer] also shows the issue:

1. Login as System Administrator responsibility.
   
2. Go to Oracle Applications Manager > Workflow
   
   
   
3. In the Applications Dashboard OAF Page, click on "Service components" under "Configuration" in section "Related Links"
   
   
   
4. In the Service Components OAF Page, select/click on "Workflow Notification Mailer"
   
   
   
5. In the "Components Details:  Workflow Notification Mailer" OAF Page, click on [Test Mailer]
   
   
   
6. In the "Test Notification Mailer" OAF Page, enter a "Recipient Role" = AMxxxxxN and [Send]
   
   
   
7. The message displays
   
   
   Information:
   A Test Workflow Process with item type WFTESTS and item key TESTMAILER: Tue Apr 06 04:38:43 EDT 2021 has been submitted to send PLSQL and OA Framework based notifications to user AMxxxxxN.
   [OK]
   
   
   
8. The following SELECT returns the following data
   
   
   
9. Notice the last record fetched; the BEGIN_DATE matches the [Test Mailer] date "4/6/2021 4:38:43 AM" = "Tue Apr 06 04:38:43 EDT 2021",
   But, the MAIL_STATUS is set to MAIL, instead of SENT.
