On : 12.1.3 version, Apps rpt sets, rpt server, seeded rpts

ACTUAL BEHAVIOR
---------------
Any Concurrent request output opens in Excel when using Internet explorer but opens in notepad when using Chromium Edge or Chrome.

EXPECTED BEHAVIOR
-----------------------
Report output should open in Excel

The issue can be reproduced at will with the following steps:
1.Run a Concurrent Request
2.View the output
