Symptoms
On : 12.2.9 version, Desktop Rcv/Returns/Correction
In iProcurement while trying to create receiving transaction, the following error appears:

Your receipt could not be created successfully due to an unexpected error. Please contact your system administrator with the following information for further assistance.
"RVTBM-132: Subroutine inv_receiving_transaction.txn_complete() returned error Cause: Subroutine inv_receiving_transaction.txn_complete() returned an internal error. Action: Note this RVTBM-130: ORA-20001: SQL_PLSQL_ERROR: N, ROUTINE, HR_SIGNON.INITIALIZE_HR_SECURI Cause: A SQL error has occurred in RVTBM. The SQL error is &LSQL_ERR. Action: Take note of both this Cannot read value for profile option INV_DEBUG_TRACE in routine &ROUTINE."

The issue can be reproduced at will with the following steps:
1. Go to iProcurement Responsibility> Receiving > Receipts
2. select the Item
3. Enter the quantity to be received
4. Submit
