iRecruitment Employee Candidate Responsibility Is Not Opening (Doc ID 2778661.1)

Symptoms

 
When attempting to access the custom ##### iRecruitment Employee Candidate responsibility as internal user,
the iRec home page is not loading and the following error occurs:

Jave Exception:
oracle.apps.fnd.framework.OAException: oracle.adf.mds.exception.MDSRuntimeException: Failed to load customization "/oracle/apps/irc/candidateSelfService/webui/customizations/responsibility/3029102/EmpJobsApldForTblRN"
for absolute reference "/oracle/apps/irc/candidateSelfService/webui/EmpJobsApldForTblRN". See the following error for details.
java.sql.SQLException: ORA-01403: no data found

NOTE: the issue started to happen after creating a personalization under Personalize "Jobs Applied For" page region (this was initially confirmed by end users then it errors after 1 week)

STEPS

The issue can be reproduced at will with the following steps:
1. Login in EBS as internal employee
2. Click on custom #### iRecruitment Employee Candidate responsibility
3. Above error occurs
