Java.lang.NullPointerException when changing Need-by-date And Submit requisition (Doc ID 2779232.1)

Symptoms

On : 12.2.7 version, Requisition Creation

When attempting to change need-by-date and submit requisition
the following error occurs.

 oracle.apps.fnd.framework.OAException: java.lang.NullPointerException
at oracle.apps.fnd.framework.OAException.wrapperException(OAException.java:912)
at oracle.apps.fnd.framework.webui.OAPageErrorHandler.prepareException(OAPageErrorHandler.java:1232)

STEPS

The issue can be reproduced at will with the following steps:
1. Go to iProcurement Home Page > Non Catalog Request
2. Add line to cart
3. Click on View Cart and Checkout
4. Click on edit and change Need-By-Date
5. Click on Submit and error page appears
