State XML Affordable Care Act Transmission Rejected by the IRS with "XML doesn't match schema." (Doc ID 2779413.1)

Symptoms

ACA 2020 Benefits State XML Transmission Rejected by the IRS with the following error:

ERROR

X0000-010 XML Schema Validation Failed - not well formed or missing required elements.
XML doesn't match schema

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to Processes and Reports > Submit Processes and Reports > Single Request.
3. Select Request Name "Benefits ACA State Transmission Generation Process" and submit with the following parameters:
-Year = 2020
-GRE =
-Filing Indicator = P
-Validate = Commit
-State = California
4. Transmit file to FTB.
