OTM Ignores Location Calendar When Planning Order Releases If First Stop is a Depot Stop

Symptoms
Consider the following scenario
1. Order Release is expected to plan into a Shipment utilizing depot stops with the following Shipment Stop Sequence
- Depot Stop
- Pickup Stop
- Drop Stop
- Depot Stop
2. Order Release has the following Time Window
EPD: 2020-12-07 10:00:00
LPD: 2020-12-07 23:59:59
Early Delivery Date: 2020-12-07 10:00:00
Late Delivery Date: 2020-12-07 23:59:59
Date Emphasis is BOTH
3. Order Release Source Location (Pickup Stop) is associated with a calendar with activities Load and Receive set to perform from 07:00 AM until 04:00 PM
4. When Shipment is planned - Pickup stop arrival time is calculated at 2020-12-07 14:38 America/Chicago
The expected behavior is that since Source Location is set to start Load / Recieve activities from 07:00 AM, Shipment Start Time (at Depot Stop) should be as early as possible so that Shipment Arrival Time at the Pickup Stop from 07:00 AM.
