Unable To Update Factors Of Formula List Line In Advanced Pricing

Symptoms
On : 12.1.3 version, Pricing Object Security
Getting the following error on trying to update the pricing modifier factors through concurrent program.
ERROR

'You do not have privileges to update this Modifier List'
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Oracle Applications.
2. Go to Oracle Pricing Manager Responsibility.
3. Run the Request "XXQP Pricing Formula Loader Program" >> This is a custom program which internally calls standard public API i.e. QP_MODIFIERS_PUB.Process_Modifiers. Same issue occurs when this standard public API is being called from PL/SQL wrapper code.
4. Above error happens and Formula Adjustment Factor remains same and is not updated.
