Symptoms

When attempting to open Receipt -> Help

the following error pops up.

ERROR
-----------------------
APP-FND-01564: Oracle Error 1403 in fdxwho
Cause: fdxwho failed due to ORA-01403: no data found


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Receivable Responsibility
2. Open Receipt -> Receipt -> Query a Receipt -> Click Help -> Record History
