Concurrent requests error out even though there is no error in the actual process flow
STEPS

The issue can be reproduced at will with the following steps:
After applying Application Technology patches mentioned on Changes section
1. Log in to E-Business suite
2. Navigate to any responsibility
3. submit the concurrent program and check the completion status
