NI Multiple Assignments checkbox is selected when adding a secondary assignment, even the first assignment has been flagged as an Off Payroll Worker.

Steps to Reproduce
-----------------------

The issue can be reproduced at will with the following steps:
1.(N) System Administrator responsibility > Profile > System >search for profile HR: GB Default Aggregation and set it to "NI".
2.(N) UK HRMS Manager responsibility > People > Enter and Maintain: create a new employee and enter primary assignment details, set the Off Payroll Worker indicator to Yes
3.Define secondary assignment details which is not flagged as an Off Payroll Worker
4. Check on person level: The NI Multiple Assignments flag is checked, but it shouldn't
