ACTUAL BEHAVIOR

MWA dispatcher service frequently crashed.
EXPECTED BEHAVIOR

MWA dispatcher service should not crash frequently on log rotation
STEPS
-----------------------
The issue is random and cannot be reproduced at will
1. start MWA and dispatcher services
2. Randomly dispatcher service crash
