Assign Due Dates program has a bug and is not looking at the Stream element amount
EXPECTED BEHAVIOR

Assign Due Dates program should look at the Stream element amount
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book a lease contract for 1 year and the 1 payment as $0
2. Bill the contract for 3 months and do not apply receipts for past due invoices
3. Generate LATE CHARGES for these invoices
4. Run billing (along with the Assign due dates job)
