Symptoms
Concurrent Program Time difference between Date Started and Date Submitted
The concurrent program is not starting immediately even though have separate Manager.
Steps to reproduce

The issue can be reproduced at will with the following steps:
1. Login to Oracle E-business suite
2. Navigate to any responsibility
3. submit a concurrent program and verify the timestamps
