After Upgrade, For Requisitions Encumbered In A Now Closed Period, Edit Requisition Link Incorrectly Regenerates the Requisition Charge Account (Doc ID 2784428.1)

Symptoms

On 12.2.8 version after upgrade from 12.1.3 when the approver uses the Edit Requisition link the charge account regenerates incorrectly.    This only occurs for Requisitions that were reserved (encumbered date) in a now closed Purchasing Period.

In 12.1.3 this did not occur and the charge account remained the same in the same approver process above if the encumbered date was in a now closed Purchasing Period. 

This regeneration of the charge account does not occur if the purchasing period is open.


STEPS
The issue can be reproduced at will with the following steps:
1) Requisition submitted for approval
2) Before the Approver responds to notification the Purchasing period is closed
3) Approver opens notification for requisition approval
4) The approver clicks on the Edit Requisition link inside the approval notification
5) Chooses responsibility from picker page (this step only occurs if responsibility has not been selected yet in the user session)
6) Charge Account reverts back to default value instead of keeping the original charge account value
