Report Output Not Opening In Excel While Using Report Manager (Doc ID 2785121.1)

Symptoms

ACTUAL BEHAVIOR
---------------

Patches were applied to enable Oracle EBS to open in Chrome. Using the Report Manager responsibility, reports are successfully published in both PDF and HTML.
There is no error when the report is published to Excel but Excel does not launch.

EXPECTED BEHAVIOR
-----------------------
Expect the report to open in Excel

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Responsibility Report Manager Superuser -
2. Go to Financial Report Submission
3, Select Parameters to submit report and click Next button:
4. Select basic template for report:
5. Select report folder location and click Next button:
7. Report submission details: click Submit button
9. Report submission note: Click on Monitor Requests button
10. Report got completed: Click on the selected row’s output option
12. Below screen appears: Click on View Report Now hyperlink
13. Click on excel option:
14. Document creation notification shows:
15. No excel file gets generated.

The issue has the following business impact:
Due to this issue, users cannot view and manipulate data in Excel
