Records Got Stuck In'In Process' In The Requisition Interface Tables After Requisition Import submitted with Group By Location (Doc ID 2785166.1)

Symptoms

Using Purchasing, Version 12.2

ACTUAL BEHAVIOR
---------------
Records are remaining as IN PROCESS in the po_requisitions_interface_all table - even though requisition import has completed.
Log file shows the following error : 

Error:

From the requisition import log.
POCIRM-236: SQL-02112:

Other:
--------
This operating unit which is having the issue has adjusted the group by parameter from All to Location.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Connect to SQL developer
2. Load the data into po_requisitions_interface_all
3. Login to Purchasing Responsibility
4. Run the Requisition Import  concurrent request
5. The program completed with normal
6. The records stuck in In Process status
