 How to Ensure that Journal Authorization Limits are Followed by Approval Management Engine (AME) when Approval Ownership is Transferred using Vacation Rule?

Example:

Journal approval in integrated with AME. Journal submitted for approval to  User B and the amount of journal is 11,000. User B's authorization limit is 20,000. User B Transfers the approval notification to  user A through vacation rule . User A's  authorization limit is only till 1000. User A can approve the journal even if they do not have the authorization limit.
