UK-PAY: Performance Issue for FPS Submission to HMRC after RUP14 (Doc ID 2786632.1)

Problem Statement:

After applied Patch 30096069 - 12.2 HRMS RUP14 (, the transmission of Full Payment Submission Process (FPS) files to HMRC has degraded to the point where large files can now timeout.

A file that is 14 MB is taking 5.85 hours to process from the request start time to the request completion time.


Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1. Apply Patch 30096069 - 12.2 HRMS RUP14 (
  2. Using UK HRMS Responsibility
  3. Process and Reports > Submit Processes and Reports > select RTI - Full Payment Submission Process (FPS) 2021/22 and run it
  4. Navigate to HMRC Transactions > Submit Files to HMRC > Submit FPS file
