Failed To Interface Batch To Order Management Because of Error "Failed to interface Batch to Order Management because API interface_header_to_OM failed" When Modifier Assigned to Line Being Split is No Longer Present (Doc ID 2786735.1)

Symptoms


There is an order which has a line with 3 delivery details split because of unavailability of the inventory when the line is picked.
For the delivery details XXX24 we have a delivery number XXXX48 which was split into delivery detail XXX40 this detail has the delivery number XXXX23. And both this orders are shipped.
But the issue that we are currently facing is that both these deliveries is stuck in "Run Interface" status and we are getting the error
  "Failed to interface Batch to Order Management because API interface_header_to_OM failed" when we try to run the interface trip stop (ITS) as shown in the ITS Log file.

STEPS

The issue can be reproduced at will with the following steps:
1. Order management super user
2. Ship confirm sales order
3. Run ITS
