Symptoms

Per customer's business process they have disabled/enabled many Shipping Exceptions in 11i.

After upgrading the application from release 11i to 12.2.9 customer observes that the upgrade
has over-written the enabled/disabled check box of Shipping Exceptions
i.e the Shipping Exceptions which are disabled in 11i are now showing as enabled in R12

Expected behavior was that in R12 only those exceptions will be enabled which are enabled in R11i.
Likewise that after upgrade to R12 the exception disabled R11i will be also disabled in R12

STEPS
