Symptoms

When accessing any particular form anywhere in the application an error similar to 

oracle.apps.fnd.framework.OAException: oracle.jbo.NoDefException: JBO-25002: Definition oracle.apps.xx.xxxxxxxx.xxxxxxx.xxxxxxxxxxxxVO of type View Definition not found
  at oracle.jbo.mom.DefinitionManager.findDefinitionObject(DefinitionManager.java:465)

appears.  This can happen on any form.
