In Up/Download Templates functionality - Changing/Saving The Csv-File (in German language) Creates a File That Is Not Readable by OTL (Doc ID 2787347.1)

Goal

In Upload / Download template functionality of OTL, changes to the template (csv-file) are only working if windows language setup is set to US.
If the system is used in a German language setup, changing and saving the csv-file creates a file that is not readable by Oracle.

Responsibility : Self Service Time
Navigation : Time > Templates > Download the template 
(Saving the template file as .CSV on a system with German region settings.)

Recent Timecards > Upload

Upload succeeds, when using German Umlaute (ä,ö,ü,ß) . However, it is not taken as Umlaut into OTL and hence, creates an error as shown below:

Task - No match were found for the value you entered in the List of Values field (2.1-RegulArer Urlaub).
Please enter a valid value or select the correct value using the List of Values.
