Tolerance Error When Completing Work Confirmation "Total Requested/Delivered Quantity to date cannot exceed Ordered + Over-Receipt Tolerance" (Doc ID 2787536.1)

Symptoms

When attempting to complete the work confirmation (WC) for the remaining
defaulted amount/quantity/progress (without making any changes in the
quantity) of a PO line, the following error occurs.

Line 109, Pay Item 1: Total Requested/Delivered Quantity to date (5.0) cannot exceed Ordered (5.0) + Over-Receipt Tolerance (0.0).

STEPS
The issue can be reproduced at will with the following steps:
1. Create Complex PO for Quantity and approve it. The PO has many lines and Line 109 has quantity ordered = 5.
2. Create WC for partial quantity (4.936).
3. Create WC for the remaining quantity. The quantity remaining value has defaulted as 0.0640000000000001
4. Click Submit.
5. On the Update Work Confirmation, the error message appears.
