Symptoms

ACTUAL BEHAVIOR
---------------
Withholding tax not applied on tax line even though WHT group details updated on the tax line.

EXPECTED BEHAVIOR
-----------------------
Withholding tax should be applied on tax line during calculation. 

STEPS TO REPRODUCE
---------------------------
The issue can be reproduced at will with the following steps:

1. Create invoice and lines.
2. Provide the WHT group details at line level for both item and tax lines.
3. Calculate WHT and can see only non-tax lines are considered.
