After applying <Patch 31871088:R12.BEN.C> "AFTER RUP14, TIP MESSAGE MISSING IN SELF SERVICE BENEFITS ENROLLMENT PAGE"

When making elections in Self Service
Benefits page - seeing duplicate tips - even though each tip should show
different message.

Expected Results:

Would expect that the tips would display as per individual setup for each tip
unit.

Steps to Reproduce:
-------------------
1. Configure Tip for 2 plan Types
2. Navigate to Employee Self Service > Benefits
3. View Enrollment Selection page
  See tips are not working correctly - both tips are present in each bubble

Business Impact:
-----------------
Due to this issue customer cannot get long tips back in play as they are expecting.
Customers live date is late June - this is an urgent issue and is a show-stopping issue for customer's Open Enrollment UAT.
