Able to select Vendor for Equipment Leases After Patch 32169559:R12.PN.C

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Apply CU Patch 32169559:R12.PN.C
2) Under Equipment Lease Details>Parties tab to create new vendors
3. Under Equipment Lease Details>Payments tab, does not list all of the Vendors from Parties tab.
