UK: The Payroll Message Report Is Showing Severity Fatal Error "The taxable value of (GB BIK Car and Car Fuel) is £££." for Assignments not in Error (Doc ID 2788463.1)

Problem Statement:

When checking output of Payroll Message Report, below message is reported as Severity Fatal error for assignments with no error in Payroll run process.

The message text should be just an information in those cases, not shown as Fatal.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Using UK HRMS Responsibility
2. Process and Reports > Submit Processes and Reports > run Payroll run process
3. Assignments of employees picked by Payroll process are not in error
3. Process and Reports > Submit Processes and Reports > run Payroll Message Report
4. Check the output
