Min-Max Planning Report does not show right value while excluding Nonnettable stocks (Doc ID 2788470.1)

While running the Min-Max Planning Report with parameter "Include Nonnettable" as "No", the report does not show the right value in the Onhand Quantity field.
If the parameter "Include Nonnettable" is given as "Yes", then the report shows the right values.

Report should show the correct data based on the onhand and create IR accordingly.

The issue can be reproduced at will with the following steps:

1. Go to Inventory responsibility

2. Say, for e.g., if the given Item has below details,

  Supply Demand (Temp):
  Current Onhand = Available Qty = 1
  There is no supply or demand.
  Planning Attributes at Item level:
  Inv Planning Method = Min-Max
  Min Min-Max Qty = Max Min-Max Qty = 6
  Min Order Qty = 1
  Max Order Qty = <null>
  Make or Buy = BUY
  Onhand (MOQD):
  In the given Org,
  Available Primary = ATT = ATR = 1

3. Now, run the min-max planning report with "Include Nonnettable" as "No", the system will show 0 onhand.

4. But it shows 1, when the same parameter is passed as "Yes"
